ECER Malaysia: Steering the Transformation of Malaysia’s East Coast
The East Coast Economic Region of Malaysia (ECER Malaysia) covers the states of Kelantan, Terengganu and Pahang, as well as the district of Mersing in Johor. With an area measuring over 66,000 square kilometers, ECER Malaysia spans more than half of the Peninsular Malaysia. The region’s population of about 4.3 million represents 15% of the country’s total population.
Responsible for the implementation of the region’s success in becoming a developed region by 2020 and functioning as the key enabler of inward investments, the East Coast Economic Region Development Council (ECERDC) strives to highlight the vast investment opportunities in ECER Malaysia to individuals and corporations in various economic clusters such as Tourism, Oil, Gas & Petrochemicals, Manufacturing, Agriculture and Human Capital Development.
ECERDC acts as a one-stop-center for investors and it also undertakes infrastructure projects to enhance the region’s attractiveness as an investment destination. The Council also plays the coordinating role between Government entities in the promotion of trade, investments and development activities in ECER Malaysia.
ECERDC’s Chief Executive Officer Dato’ Jebasingam Issace John was pleased to point out that: “ECER Malaysia has successfully attracted investments exceeding 50 billion ringgit into the region since its inception in 2007.” In order to reach the overall objective of 112 billion ringgit of investment by the year 2020, the Government of Malaysia through ECERDC has introduced an attractive package of fiscal and non-fiscal incentives for investors. Investors can qualify for income tax exemption of up to 10 years, stamp duty absolution, as well exemption from import duty, sales tax and excise duty on imported equipment for their projects.
Within ECER Malaysia, a Special Economic Zone (SEZ) has been established, spanning from Kertih in Terengganu to Kuantan Port in Pahang which serves as the Eastern Gateway for the ASEAN and Asia Pacific markets. ECER SEZ acts as a catalyst for concentrated decentralization of economic activities, in line with the Malaysian Government’s New Economic Model. ECER SEZ will accelerate growth in the Region with a focused concentration, where manufacturing and commercial activities are promoted as well as knowledge-based and capacity-building programs. ECER SEZ is the only zone of its kind in Malaysia, set to experience unprecedented growth and generate development throughout the ECER through its significant multiplier effects.
